Ohio's Public Records Act (ORC 149.43) gives any person the right to request public records. You do not need to state your name or explain your purpose. If the office denies a request, they must tell you why in writing and cite the law. If you believe a denial was wrong, you can file a complaint with the Ohio Court of Claims for $25 after a three-day cure period. Standard copies cost $0.10 per page, and certified copies cost more.

Mahoning County Probate Court Records

Marriage licenses are issued during regular business hours. Both people must appear in person with valid photo ID. The base fee set by ORC 2101.16 is $10, though local surcharges apply. Certified copies cost $1.00 per page. Guardianship cases need background checks and annual reports to the court. Probate courts must make their general docket available online per ORC 2101.11, including all documents in each case file for cases filed after the statute took effect.
